10.1.1 DROSS POWER

Every nexus has almost unlimited dross power, but you can only draw it when you are at very low reserves. The way it works is that everyone may draw up to 15% dross power every Lusternian month. 

You may only draw dross power if your power reserves are under 15%, and you can only draw dross up to 15% monthly - the dross drawing will stop when you hit 15%. This can be increased by holding the Harmony Domoth (see HELP DOMOTH BLESSINGS).

You can never be blocked from drawing dross so long as you are a citizen of a city or member of a commune.
