Thank you for posting a coherent and logical message. The Star Council
also shares your confusion as to the current status of Celestian
citizens in Serenwilde territories, a confusion that we have made known
to your elected leaders some time ago.

The Star Council has made it very clear to your Circle that non-enemied
Serenwilde member are allowed in all our territories, yet we asked for
clarification on the status of Celest citizens in your territories and
received no response. This was some time ago.

It seems that if we were all to wait for this official announcement the
populations of both of our organizations would be dead for lack of
communication. I urge those among you, be you of the Moonhart Circle or
not, to take a stand.

As matters stand now, unenemied Celestian citizens are being enemied and
killed in Serenwilde territory just for the fact of being Celestian and
as a way to get around your proclamation. I ask you, Caedryn, does this
seem just?
