To the citizens of the Basin of Life,

On behalf of the Iron Council of the Sovereign Territories of Magnagora
and the Star Council of the Righteous Principality of New Celest, we
announce an agreement to protect the interests and business of the
cities of Lusternia. As of immediately, all rogue enchanters are to be
enemied to both cities, to prevent their use of the pentagrams. Such
enemy status will not be revoked by time or payment of fines while this
agreement is effect. Enchantments that are normally sold may of course
still be purchased through the normal channels. This agreement will
continue until such a time as both cities agree that such measures are
no longer necessary.
