Herbs and the Council of the Balach Swamp

Dear great peoples of the Basin, this is my first news post so I would
like to first say hello to everybody.

It has come to my attention that there is the Council of Herbalists.
Now, while I am an Herbalist, the first time that I've heard of this
orginazation was the 12th of Juliary, 105 years after the Coming of
Estarra. I thank the council for inviting me to join or atleast letting
me express some of my opinions, which never happened. Not once did they
ask about me, a fellow herbalist, and I do express this over market
frequently.

On with my story. On this day(the 12th of Juliary) I did go to harvest
for horehound in the Balach swamp, this is how I make my gold to
survive. I usually harvest to either one or two plants per room, and
this is only every few months mind you, but I would never harvest to
zero and I would always replant if I found a room missing the blossom or
any other herb at that. While there Niara saw that I was overharvesting
and contacted the Council and had Raguel come talk to me.

Now, Raguel explained to me that the Council evidently had the authority
to punish those who overharvest. I asked if the punishment was a fine
but he said that "money doesnt replant herbs." So on and on we spoke and
eventually he decided that death was a good punishment for me. Now
Raugel, let me ask you, how does death help replant herbs? You might say
it warns me and teaches me not to do it again but that is not the case,
it further angers me that you did this and that you enforce these
ridiculous laws when many of you even overharvest yourself.

Because I feel like the swamp has become a quiet safe ground for me and
I wish to protect it I am going to be creating the Council of the Balach
Swamp.

Here are my rules:
1. You must pay a tax of 1000 gold per month to gain entry into the
swamp
2. Harvesting any herbs or killing any of the animals will result in a
500 gold fine per herb harvested and 1000 gold fine per animal killed
3. If you refuse to pay a fine the punishment is an even bigger fine or
even death


I really hope this shows how preposterous this Council of Herbalists
really is.
