[1] We officially ban all citizens of New Celest from trade with and travel through Serenwilde and her protected territories. Repeat wanton acts of violence committed by the Star Council have demonstrated the Light a perversive, corrupting force.

[2] An elected leader of your city has transgressed upon the sanctity and sovereignty of the Serenwilde Commune without cause for the past six years. He has brought violence upon not only guardians Primal, Ethereal, and Divine, but particularly and repeatedly targeted innocents and keepers of our lore like Maiden Miakoda. These are folk who share Serenwilde's joy and wisdom and live wholly within our woods. Of Fate-Touched he does not flee from, he kills first and spuriously enemies after. Such are the noble actions of one you elevated as Vernal Ascendant. This is what he has chosen to do with the power bestowed him by the Resurgence of the Light.

[3] If the people of New Celest wish to disavow this senseless violence as not representative of their Light, then they must make word and deed align. The Moonhart Circle will not review our determination of the Light for anything less than the Descension and ostracisation of Sir Inagin La'Saet and punishment of his accomplices, for he is no sole perpetrator. We also charge Lady Zynna with defiling our sacred forests, inundating groves with unsanctioned melds.

[4.1] Your Queen has only furthered this bullying, dismissing these crimes in same breath she claims Celest a friend of the Wilde. Such has been the height of responsibility New Celest has shown thus far.

[4.2] And yet Queen Jaye Re'Leo claimed she as a leader represented not only her people, "but also the rest of us who share the Basin." Unless the people of the Coalition are citizens of the Empire of New Celest, the Moonhart Circle shall recognise the authority of other nations to speak and consider for themselves to what degree they wish to defend Celestian bullies and the perverseness of the Light.
