On behalf of the Star Council of Celest a formal state of peace has been
agreed upon in response to the Moonhart Circle's decision of mutual
respect.

The Serenwilde law is as follows: "Actions that would involve the
Commune in conflict we are not already engaged in are forbidden. Such
actions will be judged by the Moonhart Circle on a case-by-case basis."

Acts that are considered an act of war by New Celest include:
o Attacking angels or Supernals of the Holy Plane of Celestia.
o Attacking the Tide Lords of the Elemental Plane of Water
o The presence of enemied members in territories of New Celest, to
include the Planes of Water and Celestia.
o Attacks on unenemied citizens or citizens within the territories of
New Celest.

I do hope that our two organizations can successfully exist in peace
once again.
