This policy from Celest regarding the water plane is effective
immediately:

Non-Celestians (including Magnagorans, Glomdorites, Serenwilders, and
rogues) are not permitted to remove essence from the water plane. All
essence MUST be turned over to a Celestian to be placed in the Pool.

Additionally, all tainted (Magnagorans and Glomdorites) are not allowed
on the water plane at all. Non-enemied tainted will be asked to leave
and enemied and killed if they refuse to comply. Enemy tainted will be
slain on sight.

Anyone found in violation of this policy will be branded an enemy of
Celest. Ignorance is not an excuse for non-compliance.
