It is worth noting that there were citizens in Magnagora before you
passed through the Portal of Fates. Lord Fain, when I was a member of
His Divine Order and a citizen of Magnagora, instructed Morslade, His
Voice at the time, to remove Elfen and Merian citizens. Some were
removed. This later was called to question and after complaints was
reduced to a permanent powerblock on new Elfen and Merian members, and
they were to be treated as lesser citizens.

Thus, your claim that Magnagora has *always* welcomed Elfen is false.
