Serenwilde's policy on outsiders

Recent rumors assert that Serenwilde has declared war upon both
Glomdoring and Magnagora. Your latest announcement focused primarily on
your new outsider policy, so we ask you, Seneschal, to make an official
confirmation. Has Serenwilde truly declared official war upon the two
organizations?

We also seek clarification regarding the Empire's novices under your new
policy. Adventurous novices have the tendency to wander into foreign
territory quite often, and we're sure Serenwilde is aware. As long as
our novices aren't causing or creating trouble, we'd like your people to
politely tell the novices to leave, or escort them out of your territory
to hand over to an official of Magnagora. We will warn our novices not
to enter any territory that belongs to Serenwilde, but they can still
inadvertently enter by mistake. We'd rather not have unnecessary blood
spilled if the problem can be resolved in a more civil, peaceful manner.
The following are the titles of our novices:

Pupil
Ur'Guard Initiate
Apprentice of Nil

Our policy remains that only enemies of Magnagora or her guilds are not
permitted within our borders. Magnagora refutes the sort of isolationist
thinking that has led to your newest policy, and we welcome all those
who are willing to learn from and embrace our teachings. Our strength
comes from the combined power and intellect of all people who are
willing to swear loyalty to Magnagora, and we shall not be deterred from
this course.

The merchants of Magnagora will continue to engage in free trade with
whomever they desire. We value a proud military service tradition, one
that promotes respect and order within the Empire, but we also value the
freedoms of our citizens. It is unfortunate that our citizens will no
longer be able to frequent the shops and businesses of the Serenwilde
Commune, but we encourage all members of the Commune to freely visit
Magnagora if they are unable to find needed or desired commodities,
goods, and services elsewhere.

Emperor Daevos Feyranti,
The Iron Council,
The Empire of Magnagora

Penned by my hand on the 15th of Vestian, in the year 125 CE.
