Both organizations agree not to attack/kill the other's villages with the exceptions of the Dwarves.

We are appalled that the Empire of Magnagora is negotiating with the
Serenwilde Collective to protect all villages except for the dwarves of
Southgard. We pledged fealty to Magnagora under the obvious
misunderstanding that it was strong enough to protect us from harm. The
dwarves of Southgard demand more!
