As You laid out in public post #381, no shrines are to be erected within
"any villages under Magnagoran control or within our city limits." A
shrine to the Lady Viravain was established on the easternmost branch of
Capricorn. Last month, it was defiled to the point of destruction by
Yrael, most likely with the assistance of others. Sources have indicated
that he was operating under orders, logically of Magnagoran origin. To
the best of my knowledge, the Astral Sphere of Capricorn qualifies as
neither village under Magnagoran control, nor within the city limits of
the city of Magnagora. I would call the ability to place guards in a
location a reasonable method of determining a civilisation's territory,
and Magnagora has no such abilities.

With these points in mind, I am left to wonder as to if this is Your
will, or merely a matter of miscommunication between Yourself and the
city You patron.
