I've read your post and wanted to make a couple of points ...
1) As for the "mindless killers" ... consider the following list
Tyamit, Stangmar, Iaknek, Imadis, Destridas, Ravin, Thorgal,
Arilyon, Kaervas, Daevos ...
I leave it to you to guess where that list comes from.
2) Did you consider the fact that you could have asked ? I've
passed through your precious City a lot of times since I went
rogue (which I have been for about 20 (!!!) months) and whoever
challenged me (as happened several times) always got an
explanation. When asked to leave ... I left.
At none of these occasions anyone mentioned any "penance" to
be done.

Therefore, my conclusions that your City picked a random victim
to kick are correct.
