Many of you may not be aware of this, but in the previous library
contest, only Serenwilde entered books, and therefore won by default.
Thus, they are enjoying 1000 power added to their culture score and have
pretty much locked themselves into place as the cultural center. I can't
think of any excuse why the librarians of Celest, Magnagora and
Glomdoring didn't bother to enter any books except for gross
incompetence.

The library contest system was meant to be a non-combat method for
cities and communes to compete with each other that would have a
tangible effect. If no one even bothers to use the system, we have to
wonder if we should even bother to expend any more resources again on
such a system.
