Design Commodity Rescaling

A while ago, commodity requirements for various trades were lowered (Announce #2941, Changelog #1753), most notably Tailoring, Forging, and Artisan. Changes to existing designs could be requested of the Charites but it was all handled manually at the time. Thanks to an industrious mortal coder (and Ais!), we now have an entirely revamped and expanded commodity rescale tool that will let us adjust commodities on existing designs to current requirements with relative ease.

Despite that, it will still take a bit to go through everything because there are situations in which scaling a design down is not recommended. Some designs are considered complex to craft and require double, or more, commodities. And then there are designs intentionally set to require many commodities to craft as means of preventing or discouraging others from making them and keeping them exclusive for someone. Both of those situations currently do not have alternative means of being handled, so the rescale requires a bit of manual review.

Anything that is using more than double the amount of required commodities will not be adjusted if it's not a public design or in an organisational cartel. If owners of the design would like to see it adjusted anyway, message the Charites the old fashioned way.
