I've added a new config option, CONFIG NEWSALERT, that will cause you to
be notified when a post is made to a newsboard for which you have read
access.

I've also added two new options for CONFIG EMAIL notifications, in
addition to the existing messages notification - newsposts and designs.
When enabled, these will send email notifications when posts are made to
accessible boards (as above), and when submitted designs are
approved/rejected, respectively.
