Per player requests, a simple RPWHO mechanic has been added. This
feature allows players to announce to the world their interest in
engaging in roleplay scenarios with other players, and to view those who
are announcing such.

The relevant command is RPWHO [ON|OFF|LIST]. The ON and OFF arguments
add and remove you from the list, respectively. The LIST argument, or
omitting an argument entirely, displays the list of players with RPWHO
enabled.

Players are automatically removed from RPWHO at logout; it must be
re-enabled at login if so desired.
