Subtle PK Change

In the past, attacking a suspect USUALLY didn't remove suspect status in
open PK areas, like the astral plane. But there were some seemingly     
arbitrary exceptions in the code. The HELP PK file was also ambiguous on
this matter. I've fixed it to be consistent: attacking a suspect should 
always remove the status in a restricted PK situation (like fighting on 
the Old Imperial Road) and should never remove it in open PK situations 
(like fighting on the astral plane or fighting a suspect who stands in  
enemy territory).
