Bob changed supplier for his swords and maces, and they are not as good
as his original supplier. The original ones were somewhat above average,
particularly in speed. These new one are below average.

The intent here is to have players producing things, not NPCs. So this
should make players that forge weapons better able to compete with Bob's
weapons.
