o Fixed a bug that prevented people from sending tells to others with
very similar names in some circumstances.

o New config option: CONFIG EXACTNAMES ON will mean that tells and
nametells require full names, not abbreviations. Thus, if you
try to send a tell to Tom and he's not online but Tommy is, your
tell won't go to Tommy if this option is turned on.

o Nametells now work across planes the same way tells do.

o Elections will again stay open even when the number of candidates
drops to one due to people withdrawing from the election.
