As far as I know, yes. Faethorn, at least.
Faethorn can be melded by any druid, as long as it stays forest (i.e. no mage melds)
Ethereal Glomdoring can only be melded by Blacktalon druids.
Ethereal Serenwilde can only be melded by Serenwilde druids.

Raising a queen is a huge pain, I tried it a few times but never completed the task. I am just not one for those kinds of quests I suppose.

Chtogglogg I believe. He's always up. The illithoid quest is based around empowering him.
To make matters worse, if you're enemied to the Kephera, you can't raise a queen yourself. You need help with bringing the King to his Queen.
