Ironbeard probably just realises that Shaddus has a zillion presents so it would be unfair if he got all the presents, albeit on different characters.

Used to be. They put a check on him so he wouldn't visit the same character more than once in a specific weave though.

I haven't tested boxes (and, being artisan wares, they may well have their own rules), but if the item is a pack, then the items in the pack will definitely decay.

It's the same for any container. "Does not decay" applies to the stockroom's contents, but the things in a box/pack/envelope/hollowed-out-frog/etc. in the stockroom are not in the stockroom, they're in the box/pack/envelope/hollowed-out-frog/etc. and thus decay normally.
