Eating coltsfoot replenishes health, ego, and mana like sparkleberry. Interestingly enough, it takes BOTH herb AND sparkleberry effect balance. Does it seem right that this herb requires two balances?

Yes
The nature Domoth can make any herb act like sparkleberry, thus use the sparkle balance. It just means that it is currently set to coltsfoot. It's not always coltsfoot and certainly not always active.

Not sure about sparkles, I just know that psionics and illusions can be used at roughly the same time.
