What is the 'cooldown' time to sipping or applying healing? I'm trying to make a timer to track when they've applied (even though it's the same message as salve now.
), but first need to know how often it can even be applied. I have semi-lag so I can't do this test myself.
And the other question is, for races that have a 'heal x from elixirs' advantage or disadvantage, does that simply affect how much it heals them for, or do they actually get to use the elixirs more/less often?

It's 4 seconds, 3.5 for the appropriate harmony monk. Advantage just increases sip amount.

The point is that getting stat runes would be a more effective method, especially with our bleeding heavy forms we can put together, being able to attack again faster would overcome the benefits of the bleeding rune

WELL... to give you counterpoint, I am presently saving up for bleeding runes OVER stat runes. I made this decision after consulting with Sidd who suggested they were superior to puissant knight (+5) runes. Let me give you several reasons why "I" think so.
1) Nekai already cause bleeding damage. Nekotai has ton of bleeding forms. Combine that with bleeding runes and Glom alchemy's nightsweats to increase bleeding damage. I believe each is cumulative, leading towards bleeding attacks being very effective-- especially against psymet monks with bloodboil.
2) People buy +5 runes as a step-up to the +10 runes. Consider that you will pay 200 credits... and when it is time to upgrade, you will only get (I believe) 60% on the return of your of runes towards your new ones. So you cosmic knight runes (+10) will cost 80 credits more in the long run.
3) Bleeding runes are terminal... meaning there are no upgrades.
Of course I cannot tell you what is right for you or your character-- especially with a large credit purchase. You may also want to consult Sidd IC, being that he is our Nekotai champ with experience in this realm.
EDIT: of course #1's benefits are all for PVP. The counter argument is that stat runes are good for PVP as well as PVE.

Actually, you can directly upgrade runes (that have higher levels) for just the difference in credits using the ARTIFACT # UPGRADE command.
