These toy penguin/snowman things I keep seeing, do they decay? Are they quest items? If I pay someone for one, will it poof?

Definitely not normal. It'd probably help to know if you did anything that might've gotten it into such a state (when you report it).

It was most likely a bug with fountains.

How loose of a theory of someone breaking the rules can you have to justify an issue? I mean, I can't prove anything, no, but an admin could easily (they can track gold, right?) is it worth wasting their time if it's just a hunch?

Always assume they can track everything.

I don't think there is a need to assume - it is always the case. We live in an idealized world.

As for a hunch being a justification for an issue, I think it's better if you can explain why you have such a hunch about so and so cheating, i.e. did he suddenly buy a manse without using credits (which you can at least see that someone bought an obscene amount from guild or city logs if relevant).

Well, can and will are two different things. I don't know what they track, or how much/far they track, I just try to stay on the right side of the (game) law as often as possible. Just sayin'.

As for tracking, they can track quite a lot. If you're not sure and don't want to offend the person you think might be cheating, you can issue yourself and bring it to their attention.

Yes, they log everything. Everything. Almost obsessively so. If you can give them a time and place, they can dig up the dirt you need.

For a marauder's mask:

Can you target a masked person?
Can you look at a masked person?
Since it conceals most actions, and you effectively, is there a reason to buy the shroud as well?
Can you be found on the local lists with it on (scent, etc)?
And finally, should I know anything else about it, and is it worth my 800 credits to buy?
