I always thought it would be cool if the number of dream leechs on water affected the dreams people would have. When the leeches leave a room, it says something like "Having fed on a dream and turned it into a nightmare, a leech moves to the ---". Perhaps more leeches on the water plane could mean more nightmares, and if the leeches were bashed out, you'd only have happy dreams.

Soratami/cloud people are the denizens of Air, with the 8 winds as leaders each with a special message epic quest.

Fire will have the Fire Dragons living in Furnance Mountain in Fire with the quest of you guarding/hatching their relic eggs.

Earth will have the earth rockers, people completely made out of rock, that live in underground caverns. Their quest is help them keep on adding to Earth's rock layer as they go to the surface to reproduce by fragmenting into shards making more rock people and adding more earth, while defending them against the gargoyles.

For water, nymphs of course.

Oh, and lastly: ents and talking trees inhabiting Ethereal.

Naga are serpent like. If you don't want Undine Water elemental aka water nymph as Water resident, then the choice is Sirens or mermaids-men.

Ethereal: ents and talking trees. Treants were inspired by ENTs, the original myth is that of talking trees. So Treants stays very short.

Air: Soratami, with the personality of the MTG ones. Good idea. But you are wrong, there is an actual moon. It could be a visiting place, we just need a spaceship.

Naga aren't acuatic since ever. Read your hindu mythology. When I think of Naga I think of desert... and Bleu ( from BoF). Also, I know Kraken isn't a sea serpent. I said krakens could be an alternative for Water folks, but mermaids is best.

The moon could be a normal moon... with a supreme spirit as creator and ruler: Mother moon whom controls the three crones in Ethereal. And a spaceship travel on a fantasy word would be fantastic... Lucidian made expedition... with tinker shops making all weird kind of spaceships.

Ents, Shiri. Treants were 100% inspired by Ents, even the name is basically the same.

Also, Dragons reign supreme. They are the best and could be the rulers of Fire. In fact, they could be Fire Phoenix Dragons... the quest, being of laying their eggs, could be like so... they fly to the place, die and in a burst of flames a flame amber egg is left, with the baby fire phoenix dragon inside... rebirthing.
